My Purported Membership Of ALGON IMC Fake News – Kwara ALGON Chair, HON. JIDE ASONIBARE

The State Chairman of the Association of Local Governments of Nigeria Kwara state Chapter Hon.Jide Ashonibare has described as ridiculous the inclusion of his name and office as member of the alleged Interim Management Committee (IMC) of ALGON.

He said that ALGON has no leadership gap as the present National President, Hon. Alabi Kolade was duly elected during the well attended General Assembly held in Abuja in March 2021.

He described IMC as alien to ALGON Constitution and stated that there is no basis for continued indulgence of Hon. Abdullahi Maje on issues and affairs of the National body of the association as he was neither a member of NEC nor it’s State Chapter Chairman in Niger.

He further stated that for many times the so called Abdullahi Maje has purportedly used the Social Media as soft targets in advancing such wishful claim but regretted that ALGON is one and constitutionally bound with maximum peace which is evident in the ongoing NEC meeting that has brought ALGON NEC member across the country to Enugu since Monday.

He advised Maje to stop waisting the time he would have used to face his tenure as the Chairman of Suleja Council and endeavour to focus in delivering services to his people instead of phantom claims in the pages of newspapers.

Okowa congratulates Nobel Laureate, Soyinka, at 87

Governor Ifeanyi Okowa of Delta on Tuesday congratulated literary giant and Nobel Laureate, Professor Wole Soyinka, as he clocks 87.

Prof. Soyinka, a 1986 Nobel Prize in Literature winner, was the first sub-Saharan African to be honoured in that category.

In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, in Asaba, Okowa rejoiced with the literary icon on the anniversary, noting that Soyinka had remained one of Nigeria’s greatest pride and biggest export to the world.

Okowa stated that Soyinka’s many years of outstanding accomplishments and consistency in the crusade for wellbeing of citizens had culminated in his legendary status, a great pride to Nigeria, Africa and entire black race.

He also extolled Prof. Soyinka for his intellectual sagacity and for being an unstoppable loud voice on contemporary national issues.

According to the governor, Soyinka is renowned advocate of truth, justice and equity, who always to align with the populace in the clamour for good governance across the nation.

“As he clocks 87, it is my prayer that Nigeria will yet again enjoy the benefit of having another generation of Soyinka to impact on the lives of the people and project Nigeria and Africa with great honour to the global community.

“On behalf of my family, the government and people of Delta, I congratulate an illustrious Nigerian and Africa’s pride, Professor Oluwole Soyinka on his 87th birth anniversary.

“It is my prayer that God will continue to bless the literary giant for projecting Nigeria and Africa positively to the world, wishing him divine health, greater wisdom and service to the nation and humanity,” Okowa stated.

Constitution Amendment: ALGON Hails Zonal Public Hearing

The National President of the Association of Local Governments of Nigeria (ALGON), Hon. Alabi Kolade David has commended the Senate committee Chairman, his members and the entire leadership of the National Assembly on the Review and Amendment of the 1999 Constitution for announcing the flag-off its Zonal Hearing.

Hon. Alabi stated that such has come at no other better time than now to help in nation building.

He stated that as very important as Constitution document is to the people, it will make the Country to be more stronger, better and united if all the popular views of the entire constituents are captured to truly reflect “we” the people of the Federal Republic of Nigeria aimed at addressing all challenges.

He observed that such was very important because it will ensure that those who make decisions on behalf of the public, truly and fairly represent their public opinion and common good.

In his words, “a new Constitution will no doubt sets out the ways in which leaders and all those who exercise power may be held accountable to the people.

“It has been long overdue especially for us at the Local Governments and Councils. We appreciate this Zonal Hearing, it is a clarion call for the Nigerian people importantly at the grassroots to come out en-mass, It is long expected and looking at the key issues in Scheduled, the Local Governments and Councils have no. 3 on the agenda and that makes it strong and popular.

“We are happy. This amendment procedures will allow those in Governments or position of civil authority to sincerely to respond to both the changing political, social, and economic needs of the people especially at the grassroots which is supposed to be a breeding ground for quality, future and law-abiding leaders, we can only get it right through the grassroots governance, the statement concluded.

“It will be recalled that at several times, the National Assembly made attempts to organize Public Zonal Hearing including  6, 7, 8 and the present 9th Assembly in hope of developing a new Constitution to address several gaps, inadequacies and all issues that were tagged inchoate in the sight of Law. Local Governments and Councils through ALGON is presently mobilizing responsibly with all her articulated points preparatory for the already scheduled hearing”, he said.

Troubles For New Rector Of Ohodo Fed. Poly, Prof. Onyeneje As Group Petitions ICPC, Rejects His Appointment

The joy that has trailed the appointment of the former indicted and sacked Rector of Institute of Management and Technology (IMT) Enugu Prof. Edwin Onyeneje as Rector of the newly established Federal Polytechnic Ohodo, Igbo-Etiti LGA of Enugu State may have been cut short, following a strong- worded petition written recently against it by members of Concerned Citizens of Enugu State (CCES), who expressed dismay over the appointment, considering that Prof. Onyeneje was indicted and unceremoniously removed from office as Rector of IMT after being indicted by Judicial Commission of Inquiry set up by Enugu State Government and had since then being prosecuted by the Independent Corrupt Practices and Other Related Offences Commission ( ICPC) over corruption charges.

The petition dated April 12, 2021 signed by members of the group which include Dr. Winifred Asogwa, Dr. Steve Udegbunam, Dr. Mrs. Veronica Ogbodo, Mr. Chukwuma Ugwuagbo and Mr. Onyemaechi Nnaji and copied Chief of Staff to the President of Nigeria, Enugu State Governor, Honourable Minister of State for Education, Chairman of ICPC, Executive Secretary National Board For Technical Education and National President of Academic Staff Union of Polytechnic (ASUP) reads:

“Following the recent appointment of Principal Officers and Governing Council Members for the new Polytechnics and Colleges of Education, we the undersigned are constrained to alert you that a huge damage, although reversible, has been done to both the change and anti- corruption mantra of the President Muhammadu Buhari (GCFR) administration by the appointment of Professor Edwin Onyeneje as the Rector of the Federal Polytechnic Ohodo, Enugu State.

“Indeed, the people of Enugu State are shocked at what may have informed such a distasteful and embarrassing appointment which in all reasonableness marks a significant reversal of all the measures put in place by this administration to enthrone competence, public probity, and accountability in service. This disappointment and outcry is informed by the following:

  1. Professor Edwin Onyeneje was appointed Rector of the Institute of Management and Technology, Enugu in October 2007 and was removed from office in October 2011by the Enugu State Government for generalised incompetence and abdication of responsibility following the withdrawal of accreditation of National Diploma (ND) and Higher Diploma (HND) programmes of IMT by the National Board for Technical Education (NBTE).

  1. A Judicial Commission of Inquiry instituted into the affairs of the Institute of Management and Technology, Enugu on 30th November 2011 by the then Governor of Enugu State of Nigeria, His Excellency, Governor Sullivan Iheanacho Chime, Esq found among others that: “The immediate past Rector (Professor Onyeneje) of the Institute failed to provide the required leadership in managing the affairs of the Institute especially with regard to the following:

(i) Failure to convene academic board meetings which is the highest decision making organ of the Institute on academic matters and thereby deprived the Institute of the benefit of obtaining the input of very high ranking and experienced colleagues in dealing with challenges in the Institute;
(ii) Failure to pro-actively engage with regulating agencies especially NYSC and NBTE after warning letters were issued to the Institute as far back as June 2011;
(iii) Failure to bring the issues contained in the letters to the attention of Governing Council of the Institute (Council), which should have in turn brought it to the attention of the Visitor;
(iv) Permitting the continuation of HND Public Administration
programme as a course of study in the institution without accreditation by the NBTE;
(v) Authorizing the mobilization of graduands for NYSC Batches A and B 2010/2011, in excess of approved number (The NBTE directed the non-mobilization of the students until the resolution of the matter, but the Rector authorized the mobilization of the students without further reference to the NBTE.); (vi) Abdication of his duty to the ASREC, Mr. Basil Offoh.

  1. The Commission went on to recommend as follows:

“The Commision considered the roles played by the immediate past Rector and other key officers of the Institute leading to non-compliance with academic rules and regulations. In view of this, the Rector and all persons who have held the positions of Deputy Rector, Director of Academic
Planning, Director of School of Business and Head of Department of Public Administration between November 2007 and November 2011 are found culpable for the non-compliance, and are therefore indicted”.

  1. The commission also further recommended that for the breach of several sections of the financial regulations including the payment of the sum of N30,000,000 (thirty million Naira) without payment voucher, the Rector should be held accountable (please see pp 32-35 of the Judicial Commission’s report here attached as attachment C)
  2. While the Commission frowned at the sordid financial recklessness exhibited by the said former Rector, it recommended that further action be taken in respect of
    the N1,000,000,000 (One Billion Naira) made available to the Institute by the Tertiary Education Trust Fund (TET Fund).

“On invitation by the Institute authorities, ICPC was apprised of the matter, and after an exhaustive investigation, indicted and charged Professor Edwin Onyeneje and three others to the Federal High Court Enugu in SUIT NO.FHC/EN/CR/72/15. So far in the said suit, Professor Onyeneje and three others have made a no case submission, and the Court has ruled that they have a case to answer.

“Following from the above, two irrefutable realities objectifying the wrongful and detestable appointment of Professor Edwin Onyeneje as the Rector of Federal Polytechnic Ohodo are, first, that he was removed from office by the Enugu State
Government for a demonstrated incompetence in practically running the State Polytechnic, the Institute of Management and Technology, aground.

“He was further indicted by a Judicial Commission set up to look into the affairs of Institute.

“The appointment of Professor Onyeneje gives the impression that the appointing authorities view the actions of NBTE in withdrawing accreditation for all ND and HND courses in IMT under his watch, NYSC in banning IMT from NYSC scheme under his watch and State Government in removing him from office for dereliction of duty and incompetence as inconsequential.

“Onyeneje is under the indictment of ICPC and currently undergoing prosecution at the Federal High Court Enugu in the matter Ref. FHC/EN/CR/72/15 – Federal Republic of Nigeria Vs (1) Prof. E. Onyeneje, (2) Dr Leonard Ugwu, (3) Elder Frederick Onah, (4) Basil Offoh from which the court has recently ruled that these defendants have case to answer as charged for Stealing, Obtaining by false pretence, Malfeasance in office etc.

“The appointment of such a high level government official with such a humongous baggage by the Federal Government gives the impression that either no security check was conducted on him, or that his emergence was fraught with unimaginable schemes erected to collapse all fault lines including his indictments and ongoing prosecution by the same Federal Government.

“Is this not the same Government that came into office on anti-corruption mantra in 2015 and has been fighting corruption? Is this not the same Government that removed the Director General of National Broadcasting Commission Is’haq Moddibo Kawu from office in February 2020, for being prosecuted by the ICPC for the alleged corruption to the tune of N2.5b?

“Why now sparing and appointing Prof. Onyeneje that was removed from office as Rector of IMT, and under indictment and prosecution by ICPC as Rector of the newly established Federal Polytechnic Ohodo?

“What message is the Federal Government passing to Nigerians especially the people of Enugu State by such appointment? This is ridiculous and unbelievable. In this respect, we dare ask if the Federal Government does not have confidence in ICPC.

“Our surmise is that the appointing authorities have done grave injustice to the people of Enugu State, and damage to NBTE, ICPC, and indeed, the criminal justice system of this country by the appointment of Professor Onyeneje as the Rector of Federal Polytechnic Ohodo.

“While we leave the NBTE and ICPC to sort out the apparent rubbishing of their regulatory and investigatory roles with their Principal (FGN), we call the attention of the Federal Government to the deleterious consequences of sustaining this appointment.
Action Sought:

“We seek an immediate reversal of the appointment of Professor Edwin Onyeneje as the Rector of Federal Polytechnic Ohodo, Enugu State, and have him replaced with another candidate, for the simple reasons of his demonstrated incompetence and indictments in this position previously and his ongoing prosecution by the Federal Government at the Federal High Court, Enugu.

“Professor Onyeneje should be allowed to purge himself of his criminal indictment already in the Federal High Court of Justice.”

Isu Widows in Tears As Imo Diaspora Office, Isu Youths Touch Their Lives

Imo State Diaspora Office in collaboration with Isu Youth Assembly (IYA) in commemoration of IYA President’s birthday, reached out to Widows across the 4 old communities in Isu Local Government. The communities include Amandugba, Amurie, Ekwe and Isu’Njaba.

The President of IYA (Isu Youth Assembly) Comrade Emerenini Ndubuisi was on ground in Isu to receive the Staff of Imo Diaspora Office. 

One of the Widows who benefited from the gesture has been down with stroke for a while.

A cash award to the widows is expected to support them in their daily upkeeps or to start a small scale trade.

The beneficiaries were visibly overwhelmed with happiness amidst tears of joy.

The President of IYA offered his immense gratitude for the collaboration with the Imo State Diaspora Office and stated that he looked forward to more partnerships on future activities in Isu LGA

In a chat with Hon. Cllr. Celia Osakwe-Hibbert, the Special Adviser to the Imo State Governor on Diaspora Affairs, she revealed that her idea of politics is built on the principles of putting smiles on people’s faces and making the world a better place for all.

Hon. Celia in her efforts through her office, and as Isu daughter and a youth, has from time to time made Isu Youth Assembly platform vibrant and lively through her kind gestures.

“We are working hard to ensure that we are focused on community services beyond political divides given the fact that We the young people are the future hope and the bedrock of getting things right”, Hon. Osakwe-Hibbert said.

Speaking on her community engagement projects, she added, “I will continue to mobilize the Imo Diaspora communities to collaborate with my office so that we can organise various activities across all LGA’s through the Young People Forums”.  

The SA Diaspora opined that most of the local online platforms are being used for political commentaries and she believes it can be used to promote community activisms by defining a purpose driven mentality and attitude in the area.

Delta building skills-base economy to check unemployment – Aniagwu

Delta State Government has said it is building skills-based economy as panacea for rising unemployment in the state and country.

The Commissioner for Information, Mr Charles Aniagwu, made this known on Tuesday at Obiaruku, Ukwuani Local Government Area while addressing journalists after inspecting four new Technical Colleges being built by the state government at Omadino, Effurun, Orerokpe and Obiaruku.

Aniagwu who was in company with his Technical Education counterpart, Mrs Gbubemi Ikolo, said that as part of the Stronger Delta vision of the Okowa administration, the state government was determined to provide Deltans with skills that were in short supply.

He said that as part of the State Government’s human capital development, there was a link among the different components of the skills acquisition programmes in the state.

“I must appreciate the governor for the vision to establish these technical schools and I also commend my colleague who obviously has done a lot of work in the supervision of these projects.

“When you look at these projects you will see that indeed, it’s a technical college but can actually pass for a university environment because a number of institutions don’t have these structures. This goes to show that our Stronger Delta agenda is not a ruse.

“Okowa is determined to bequeath a state that is functional in terms of human capital and urban renewal which is a part of the Smart Agenda.

“We are not just going to build the schools, we are also making efforts to equip them to make them functional and productive and I feel very proud to say that these legacy projects are coming up in our time,” Aniagwu said.

He commended the contractors for doing a good job and urged them to speed up work to meet project deadline.

On her part, Mrs Ikolo said that the new schools would take-off in September, 2021, adding that the contractors had promised to speed up work to meet target.

She stated that the ministry was reviewing the technical education curriculum with a view to introducing new trades in line with changing and environmental realities.

“We are in the process of strategically employing teachers for these new schools and by May/June we will commence the process of advertising for admission.

“The technical colleges would offer admission for boarding and day students,” Ikolo stated.

Facilities inspected in the schools include administrative building and classrooms, hostels, dining halls, multi-purpose halls, clinics, residential buildings and landscaping.

Ramadan: ALGON Felicitates with Muslim Brothers, Sisters

The National President of the Association of Local Governments of Nigeria (ALGON), Hon. Alabi Kolade David has felicitated with Muslim faithfuls at Ramadan.

According to the Ramadan message titled “Assalamualaikum Warahmatullahi Wabarakatuh to All Our Faithful Muslim Brothers And Sisters”, the ALGON National President noted that “Indeed how time flies, it’s another Ramadan season to be observed all over the world.

“Here in Nigeria the mood is set for another one month of fasting, prayers and self-discipline from sunrise to sunset across all Local Governments and Councils Areas.

“It goes without saying that such spirit exercise is worth reminding all of us of the clear need to have a feel of how millions of our brothers and sisters across the Local Governments/Councils Areas are feeling presently with many homes living in abject poverty.

“This holy month encourages us to have shared experience of how best to treat and regard out fellow humans across our various communities, town and villages with the hope that the teachings of Prophet Muhammed (SWT) who said “Every good deed of the son of Adam is for him except FASTING, for it is for me and I will reward it” will surely come to pass. NNPC Records 37.21% Drop in Oil Pipeline Vandalism in January

…Increases Gas Supply for Power Generation

The Nigerian National Petroleum Corporation (NNPC) has announced a 37.21 % decrease in cases of pipeline vandalism across the country in the month of January 2021.

This is contained in the January 2021 edition of the NNPC Monthly Financial and Operations Report (MFOR), according to a press release by the Group General Manager, Group Public Affairs Division of the Corporation, Dr. Kennie Obateru.

The report indicates that a total of 27 pipeline points were vandalized in January 2021 down from the 43 points recorded in December 2020.

The Mosimi Area accounted for 74% of the vandalized points while Kaduna Area and Port Harcourt accounted for the remaining 22% and 4% respectively.

However, NNPC is continuously working in collaboration with the local communities and other stakeholders to reduce and eventually eliminate the pipeline vandalism menace.

To guarantee energy security, the Corporation also supplied a total of 1.44billion litres of Premium Motor Spirit (petrol), translating to 46.30million liters/day, across the country in the period under review.

In the Gas sector, a total of 223.55Billion Cubic Feet (BCF) of natural gas was produced in the month of January 2021, translating to an average daily production of 7,220.22 Million Standard Cubic Feet per Day (mmscfd).

The 223.55BCF gas production figure also represents a 4.79% increase over output in December 2020.

Also, the daily average natural gas supply to gas power plants increased by 2.38% to 836mmscfd, equivalent to power generation of 3,415MW.
For the period of January 2020 to January 2021, a total of 2,973.01BCF of gas was produced representing an average daily production of 7,585.78 mmscfd during the period.

Period-to-date Production from Joint Ventures (JVs), Production Sharing Contracts (PSCs) and Nigerian Petroleum Development Company (NPDC) contributed about 65.20%, 19.97% and 14.83% respectively to the total national gas production.

Out of the total gas output in January 2021, a total of 149.24BCF of gas was commercialized consisting of 44.29BCF and 104.95BCF for the domestic and export markets respectively.

This translates to a total supply of 1,428.65mmscfd of gas to the domestic market and 3,385.57mmscfd to the export market in the month under review.

This indicates that 67.15% of the daily gas output was commercialized while the balance of 32.85% was re-injected, used as upstream fuel, or flared.

Gas flare rate was 7.73% for the month under review (i.e. 554.01mmscfd) compared with average gas flare rate of 7.19% (i.e. 539.69mmscfd) for the period of January 2020 to January 2021.

The 66th edition of the NNPC MFOR highlights NNPC’s activities for the period of January 2020 to January 2021.

Governor Inuwa Yahaya Approves Taskforce on Boltongo Citizenship and Leadership Training Centre

Gombe State Governor, Muhammadu Inuwa Yahaya has approved the constitution of a taskforce on the establishment of Citizenship and Leadership Training Centre, Boltongo in Yamaltu Deba Local Government Area with AIG Zubairu Mu’azu ( Rtd) as Chairman.

The Secretary to Gombe state Government, Professor Ibrahim Abubakar Njodi who conveyed the Governor’s approval through a letter signed by Muhammad A. Umar, Permanent Secretary, Special Services and Political Affairs, announced members of the committee as follows: CP Stephen Audu Aruwa (Rtd), Col. Sani Adamu Dapsia (Rtd), Maj. Musa Mahdi ( Rtd), Mr. Geoffrey Namu Birma and Barr. Mohamed Yunusa Kaltungo while Mrs. Shipra N. Poloma, Overseeing Permanent Secretary Min.of Youths Development will serve as Secretary.

The committee is tasked with the responsibility of seeing to the immediate take -off of the Centre in Boltongo, understudying similar Institutions across the country with a view to ensuring the smooth take-off as well as drawing up the requirements for establishing the Centre.

Similarly, the SSG has conveyed the Governor’s approval for the constitution of a taskforce for the take-off of Agricultural Entrepreneurship Training Centre, Garin Tafida in Yamaltu Deba Local Government Area with Prof Umaru Gurama Abubakar as Chairman.
Members are: Dr.Ayuba Buba Kinafa, Mohamed Nasiru Ishaq, Mahmood Ibrahim Bello, Mr.Unwukeme Guericle, Principal Leventis foundation Nigeria, Agricultural Training Centre Tumu and Barr. Obel Yaji, Permanent Secretary, Min. of Agric Member/ Secretary.

The Taskforce, according to its terms of reference, is to see to the immediate take-off of the institution in Garin Tafida and suggest the necessary framework for its take-off.

ALGON Commends Buhari, Congratulates New IGP Usman Alkali Baba

Association of Local Governments of Nigeria (ALGON) has commended President Muhammadu Buhari – GCFR, and Commander-in-Chief of the Armed Forces on the appointment and decoration of a new Inspector General of Police (IGP), and equally congratulated the newly appointed IGP, Baba Alkali Usman.

The Association said it is of the opinion that given the background of the new Police helmsman, fresh ideas, and different approaches would be seen in the nearest future to save thousands of lives and property as well as restore law and order.

“It is unfortunate that the Local Governments and Councils have always borne the brunt of insecurity, banditry, herder/farmers’ clashes, Community unrest and armed robbery.

“Such vices have become an incurable existential threats across the villages and Communities, which must be given all necessary attention”.

“As our Association is Police friendly, ALGON will continue to be available for any level of assistance at it’s disposal as done in the past to identify with the Police Force.

“It is regrettable however, that the Local Governments and Councils that are supposed to be at the forefront of crime prevention lack the constitutional powers to do so, hence it’s sustained call for decentralization of Police Force so as to have a closer proximity with poveyors of crime and criminality.

“To this end therefore, the new Inspector General of Police should demonstrate both hi-tech inovantion and well guarded intelligence gathering so as to live up to the confidence and expectations of all Nigerians.

“It is obvious that from conviction so far espoused by many Nigerians about IGP Alkali, coupled with his experience and track record, ALGON has no doubt that he will help in overcoming all security obstacles in the Country.

“Best wishes for the Acting IGP in the daunting task ahead”, Hon. Alabi concluded.
