ALGON Commends Buhari, Congratulates New IGP Usman Alkali Baba

Association of Local Governments of Nigeria (ALGON) has commended President Muhammadu Buhari – GCFR, and Commander-in-Chief of the Armed Forces on the appointment and decoration of a new Inspector General of Police (IGP), and equally congratulated the newly appointed IGP, Baba Alkali Usman.

The Association said it is of the opinion that given the background of the new Police helmsman, fresh ideas, and different approaches would be seen in the nearest future to save thousands of lives and property as well as restore law and order.

“It is unfortunate that the Local Governments and Councils have always borne the brunt of insecurity, banditry, herder/farmers’ clashes, Community unrest and armed robbery.

“Such vices have become an incurable existential threats across the villages and Communities, which must be given all necessary attention”.

“As our Association is Police friendly, ALGON will continue to be available for any level of assistance at it’s disposal as done in the past to identify with the Police Force.

“It is regrettable however, that the Local Governments and Councils that are supposed to be at the forefront of crime prevention lack the constitutional powers to do so, hence it’s sustained call for decentralization of Police Force so as to have a closer proximity with poveyors of crime and criminality.

“To this end therefore, the new Inspector General of Police should demonstrate both hi-tech inovantion and well guarded intelligence gathering so as to live up to the confidence and expectations of all Nigerians.

“It is obvious that from conviction so far espoused by many Nigerians about IGP Alkali, coupled with his experience and track record, ALGON has no doubt that he will help in overcoming all security obstacles in the Country.

“Best wishes for the Acting IGP in the daunting task ahead”, Hon. Alabi concluded.

Easter Message: ALGON National President, Hon Alabi Kolade David Felicitates With Christians

The National President of the Association of Local Governments of Nigeria (ALGON), Hon. Alabi Kolade David has, on behalf of the association, felicitated with Christians on the occasion of this year’s Easter celebration.

He reminded Christian faithfuls to be joyful at this auspicious time of the year “no matter our obvious difficulties and challenges.”

The Easter message reads,
“On behalf of the leadership of the Association of Local Governments of Nigeria (ALGON), I heartily convey the greetings and wishes for a joyous occasion this Easter.

“No doubt the resurrection is at the core of belief of all Christians. Without it, the faith professed is meaningless.

“ALGON hereby identify with you all at this inspiring and uplifting moments in hope of new life and fresh starts.

“Let me remind us all to be joyful this time of the year no matter our obvious difficulties and challenges.

“Through the resurrection of Christ whose light illuminates the dark moments of our existence, it is my prayer that God will prevail with domestic peace, protect our collective interest for unity and development.

“We shall not cease to seek better Service delivery through a democratically elected local government and Council officials throughout the country”, the ALGON National President, Hon. Alabi Kolade David stated.

NNPC Records 80.12% Increase in Trading Surplus in December

…Posts Petroleum Products Sale of ₦288.77billion

The Nigerian National Petroleum Corporation (NNPC) has announced an increase of 80.12% in trading surplus for the month of December 2020 which stands at ₦24.19billion compared to the ₦13.43billion surplus recorded in November 2020. 

This is contained in the December 2020 edition of the NNPC Monthly Financial and Operations Report (MFOR), according to a press release by the Group General Manager, Group Public Affairs Division of the Corporation, Dr. Kennie Obateru.

Trading surplus or trading deficit is derived after deduction of the expenditure profile from the revenue in the period under review.

According to the report, the operating revenue of the NNPC Group in December 2020 as compared to November 2020 increased by 33.44% or N137.00billion to stand at N546.65billion. Similarly, expenditure for the month increased by 27.54% or N112.81billion to stand at N522.47billion.

The December 2020, expenditure as a proportion of revenue is 0.96 as against 0.97 in November 2020.

The report indicated that the 80.12% increase is due mainly to the significant rise in the profit of NNPC’s flagship Upstream entity, the Nigerian Petroleum Development Company (NPDC) amid improved market fundamentals and strong global demand for crude oil.

Other contributory factors to the robust trading surplus recorded in the month under review include the improved performance by the Nigerian Gas Marketing Company (NGMC), the Petroleum Products Marketing Company (PPMC), the National Engineering and Technical Company (NETCO) and Duke Oil Incorporated which recorded noticeable gains in their operations. 

In the Downstream, 2.26billion litres of white products were sold and distributed by PPMC in the month of December 2020 compared to 1.72billion litres in the month of November 2020.

This comprised 2.254billion litres of petrol, translating to 72.72million litres/day, 11.40 million litres of Automotive Gas Oil (diesel) and 0.48 million litres of kerosene.

Total sale of white products for the period of December 2019 to December 2020 stood at 18.456billion litres and petrol accounted for 18.325billion litres or 99.29%.

In monetary terms, the volume translates to a value of ₦288.77billion recorded on the sale of white products by PPMC in the month of December 2020 compared to ₦226.08 billion sales in November 2020.

Total revenues generated from the sales of white products for the period December 2019 to December 2020 stood at ₦2.217triilion, where petrol contributed about 99.09% of the total sales with a value of ₦2.197trillion.

In December 2020, 43 pipeline points were vandalized representing about 18.60% increase from the 35 points recorded in November 2020.

Mosimi Area accounted for 56% of the vandalized points while Kaduna Area and Port Harcourt accounted for the remaining 33% and 12% respectively.

In the Gas Sector, natural gas production in December 2020 stood at 213.34Billion Cubic Feet (BCF) translating to an average daily production of 6,881.83million standard cubic feet of gas per day (mmscfd).

The daily average natural gas supply to power plants increased by 3.52% to 816mmscfd, equivalent to power generation of 3,445MW.

Out of the 208.61BCF of gas supplied in December 2020, a total of 146.72BCF was commercialized; consisting of 42.90BCF and 103.82BCF for the domestic and export market respectively.

This translates to a total supply of 1,383.93mmscfd of gas to the domestic market and 3,349.00mmscfd of gas supplied to the export market for the month.

This implies that 70.33% of the average daily gas produced was commercialized while the balance of 29.67% was re-injected, used as upstream fuel gas or flared. Gas flare rate was 6.80% for the month under review (i.e. 457.25 mmscfd) compared to average gas flare rate of 7.15% (i.e. 538.59 mmscfd) for the period December 2019 to December 2020.

Gombe Rice Pyramid: President Buhari Flags-off North East Rice Cultivation Programme, Hail Governor Inuwa Yahaya

President Muhammadu Buhari has described the revolution in rice production across the country as a product of his administration’s clear sighted policy and the deligent execution of it by institutions of state such as the Central Bank of Nigeria, CBN.

The President gave this indication at the Commemoration of the national rice festival and the flag-off of the North East 2021 and 2nd cycle 2021 dry season rice cultivation programme and 2020 wet season harvest aggregation and sales of paddy to millers held in Gombe.

Represented by the Kebbi State Governor, Sen. Atiku Bagudu, the President expressed gratitude to the Central Bank of Nigeria, CBN for solving the problems of financing in Agriculture and State Governors for championing the cause of rice production and other agricultural commodities, singling out Governor Muhammadu Inuwa Yahaya for special commendation for reviving the cotton value chain for which the State was once known for.

The President said despite limited resources his administration has achieved monumental results in the Agricultural production and its value chain, saying a lot of infrastrastural projects that will galvanize economic activities are being undertaken across the country for the benefit of all Nigerians.

Gombe State Governor, Muhammadu Inuwa Yahaya said but for the policy direction of the President and the sound support of the CBN, the heaps of rice pyramids on display would not have been possible.

“The pyramids are back and we are happy to see this and let me recall that only in January the Management of Central Bank with the National Cotton Association were here in Gombe and they kick-started the aggregation process of cotton farmers who equally paid the facilities they took in kind to signal the return of cotton production”.

He said Gombe state is a shining example in the anchor borrower programme of the Central Bank of Nigeria owing to the fact that farmers in the State are poised on taking advantage of the programme to boost agricultural production and eventually pay in kind facilities obtained to maintain sustainability.

Governor Inuwa Yahaya said Gombe State has a favourable climatic condition for the production of sorghum, sesame seeds, and other Agricultural commodities, making it a perfect destination for Agriculture revolution in the North East sub-region.

“Gombe is an agrarian State, with 85% of our people engaged in farming activities. Agriculture is therefore an important source of livelihood to our people and the bedrock of our economy”

“Gombe has tremendous potentials in rice production. We have three major Dams in Dadin Kowa, Balanga and Cham. We are working with UNIDO to tap into those potentials for both irrigation agriculture and hydropower generation. Our Government is working on the Gombe State Industrial Park in Dadin Kowa. The park has a huge Agricultural Industrial Park section that’s geared towards commercial production and processing of agricultural products”.

He said the support farmers in the State got from the Central Bank of Nigeria CBN enabled them to produce en mass, leading to the realization of the rice pyramid on display at the tanker bay along Gombe/Bauchi road.

The Gombe State Governor, said the State is open and ready to key into any initiative that will assist farmers have access to facilities and inputs that will improve their capacity to engage in the production of Agricultural commodities.

He commended President Muhammadu Buhari for displaying leadership in the nation’s march towards food sufficiency, as the nation can now boast of eating what it produces and produces what she eats.

The Jigawa State Governor, Muhammadu Badaru Abubakar said the rice pyramid on display is an indication of the commitment and steadfastness of President Muhammadu Buhari through the Central Bank Nigeria CBN to revolutionise Agriculture in the country and guarantee food security.

He said before the coming of the administration of President Muhammadu Buhari, farmers in the country used to get between 1.7 to 2.5 tons per hectare but that at the moment farmers are getting 6 tons per hectare on the average owing to the Federal Government’s extension services, financial support and provision of farm inputs to small holder farmers among others.

The Governor of the Central Bank Nigeria CBN, Godwin Emefiele said since the anchor borrower programme was launched by president Muhammadu Buhari some five years ago, it has become a game changer in Nigeria and will ultimately help in achieving some of the goals of the Government’s economic sustainability plan.

He said under the wet season farming, CBN/RIFAN Partnership will finance 221 thousand farmers to cultivate two hundred and twenty one thousand hectres in 22 States, saying of this number, the North East sub-region will have forty four thousand eight hundred and seven farmers to cultivate over forty four hectres representing over 20 percent of the total number of farmers and hectres respectively.

The President of Rice Farmers Association of Nigeria, RIFAN Mohammed Aminu Goronyo said Nigeria has come of age in rice production to conveniently feed its growing population, attributing the feat to President Muhammadu Buhari’s vision in that direction.

HERDSMEN: COMPENSATE FARMERS FOR LOSS OF CROPS – MURIC TELLS FG

The Muslim Rights Concern (MURIC) has called on the Federal Government to compensate farmers whose crops were destroyed by herdsmen’s cows. MURIC suggests that the compensation which may be instalmental, should be paid to farmers whose farms were destroyed in all states of the federation. The group said it now has concrete evidence of the culpability of herdsmen, including video clips in which cows destroyed farms belonging to members of the organization.

This was contained in a press statement issued by the director of the human rights organization, Professor Ishaq Akintola, on Friday, 5th February, 2021.

The statement reads:

“MURIC is now in possession of indubitable evidence of the destruction of crops on farmlands by cows brought by herdsmen. We sent out feelers to all states where we have branches of MURIC and the reports are overwhelmingly convincing. We asked our members to supply information on the activities of herdsmen in their states, including Abuja. In fact we were stupefied by the outcome.

“The most recent report from a young member of MURIC in Ogun State who ventured into agriculture reads: ‘Herders invaded my five hectares of rice farm three days ago (Sunday, 31st January, 2021) and it was totally destroyed. The incident happened at the farm of Sanpro Foods, a rice production company whose premises is located at the Oyan farm settlement, Ibaro Rice Village, Ibaro in Abeokuta North Local Government, Abeokuta, Ogun State. The farm is along Igboora Road after the roundabout.’

“The most heart-rending part of the report was towards the end where it added: ‘The most frustrating part is am not getting my investment back and I hate this feeling of ‘nothing can be done’. I don’t know what to do, perhaps I should organise a press conference.’

“As if that was not enough, the mudiir (principal) of a local Arabic school in Lagos also reported another sad incident in which herders brought cows to invade his father’s cashew farm in Ijomu-Oro, Kwara State. Everything was destroyed and he lamented that his father would have realised millions of naira had he been able to harvest his cashew nuts. He added that the fear of herders has forced farmers in Ido-Oro (also in Kwara State) to abandon their farms.

“This is frightening. Farmers in Kwara State are afraid of going to their farms due to the activities of herders. Farmers in Zamfara and Katsina have run away from their farms for fear of being killed or kidnapped by bandits. Farmers in Ilesa, Osun State, those in Igangan, Oyo State and those in Ebonyi live in palpable fear of herders. From where shall food come to our tables? Famine is coming! Cows and bandits have taken over Nigerian farms.

“MURIC charges FG and the state governments to take responsibility. It is very clear that FG is yet to appreciate what farmers are going through in the hands of marauding herdsmen. Perhaps we will appreciate the pain of farmers better when we realise that agriculture essentially entails a long and slow process from clearing to planting and harvesting.

“No crop starts germinating in a single day and ripens for harvest the next day. Both cash and food crops are the outcome of hard work and patient perseverance over time, sometimes two or three years. The shortest is three months for crops like corn and yam. How would you feel if someone just walks in and smashes all what you have been putting together for months or years? We therefore declare that farmers have been patient enough. FG should do something urgently.

“What MURIC will like to suggest is that FG should roll out a compensation programme, albeit instalmentally, to be paid to farmers of all categories who have evidence of loss of crops due to the activities of herders and bandits. This will make government’s policy of bailout comprehensive, fair and balanced.

“We recall our advice to FG two days ago in which we advocated for payment of bailout for herders to enable them buy land from private owners for use as ranches. The compensation we are now asking for farmers who lost their crops will be spread to all parts of the country: farmers in Benue, Ondo, Sokoto, Ekiti, Enugu, Ogun, Katsina, etc will be eligible. This is the way government can take responsibility. We may add here that such compensation will assuage farmers, douse tension across the country and inject a new dose of confidence in Project Nigeria.

“We were motivated to offer this advice after a female member of MURIC related her experience. She reported how she witnessed an argument between some herdsmen and farmers when she travelled to visit her mother in Ilesa in 2019. According to her, the herdsmen had driven cows unto a farm thereby destroying everything in it. The farmer insisted on compensation or there would be trouble and he only backed down after the herdsmen paid the money.

“This example shows that payment of compensation to farmers will bring peace to our troubled land. We are also aware that in the culture of the herdsmen, those who kill their cows can only be forgiven after compensation has been paid.

“We therefore appeal to all ethnic groups who are currently agitating to simmer down. There is no problem without a solution so long as we can have time to sit down and think. We call on the security agencies to descend on criminals among the herdsmen as well as others in society and bring them to book. What we should not do is ethnic profiling. But no tribe has immunity so long as crime has been committed and evidence has been provided.

“We remind Nigerians that wars and conflicts have not yielded positive results anywhere in Africa. It was Herodotus who said, ‘In peace, sons bury their fathers, but in war, fathers bury their sons.’ The question is : do we want to start burying our sons? May Allah forbid. Neither does anyone know who will survive if we start a war. That was why Bertrand Russell said, ‘War does not determine who is right, but who is left’. We hope Nigerians still have time to ponder before we start counting bodybags.”

Suspected Security Operatives Whisk Away CNG National Officials

Some national officials of the Coalition of Northern Groups (CNG) have been arrested by suspected security operatives.

The spokesman of the coalition Comrade Abdul-Azeez Suleiman, who confirmed the development in a statement on Thursday identfied the missing officials as “the BOT Chairman of CNG, Nastura Ashir Shariff and the national Coordinator, Balarabe Rufai”.

He noted that they have been “picked by men suspected to be Security personnel this afternoon, Thursday, February 04.”

According to him, “reasons for their arrest (are) not yet known as we are still working to establish connection with them or trace where they are taken to.”

He added that “both their phone lines have been unreachable for the past two hours.

“It may not be unconnected with a planned press briefing by the CNG at the NAF club Kaduna which was botched by the security.

“The Kaduna DSS director had called us earlier today and tried to threaten us against going ahead with the briefing.

“We stood our ground and insisted on our right to freedom of association and expression.

“A few minutes afterwards, we were called from the NAF Club and informed that they were ordered from above to refuse us the use of the Hall.

“We then went to tell the pressmen who were already gathered at the venue and told them of the development and asked them to disperse because we have suspended the briefing.

“As we left the NAF Club and were driving along adjercent Nagogo road a hooded Peugeot car blocked the lead car which was conveying the two officials and ordered them into the Peugeot and sped off”, Comrade Abdul-Azeez Suleiman said.

The Street Reporters Newspaper recalls that the Department of State Services (DSS) had in the week issued warnings on efforts to incite the public.

It is yet to be established if the suspected arrest is in connection with the warnings.

ALGON National President Names Chief of Staff

The National President of the Association of Local Governments of Nigeria, (ALGON), Hon. Kolade Alabi David has approved the appointment of Hon. Itiako Ikpokpo, (ksm), as the Chief of Staff to the National President.

The Special Adviser on Media to the ALGON National President, Obiora Orji in a statement noted that “the appointment is in line with the present leadership’s resolve to reinvigorate the association in the daunting task of addressing issues affecting the efficiency, peace, unity, and constitutional responsibilities of the Association”.

According the statement, the appointment is with effect from Monday February 1, 2021.

The new Chief of Staff comes with a pedigree of accomplishment and excellent service both in the private and public sector.

He is the immediate past two time Chairman of ALGON, Delta State, and a two term Chairman of Isoko South Local Government Area, Delta State.

The National President enjoined “all members, NEC, BOT, and staff to cooperate with the new (COS) for more robust development. The National President wishes him well in the discharge of his responsibilities”, he said.

Group Seeks Removal of Ebenezer Onyeagwu as Zenith bank MD, Claims N1 Billion Against CBN, Emefiele

An Abuja based anti-corruption Civil Society Group named Transparency Advocacy for Development Initiative (TADI) has sued the Governor of Central Bank of Nigeria (CBN), Godwin Emefiele, the Founder/Chairman of Zenith Bank Plc, Jim Ovia and 4 others over the appointment of Ebenezer Onyeagwu as the Managing Director/Chief Executive Officer of the financial institution.

In an Originating Summons marked FHC/ABJ/CS/29/2021 and filed on Thursday, January 14, Counsel to TADI Abiodun Babalola claimed that Onyeagwu’s emergency was an aberration and a violation of the Code of Corporate Governance for Banks and Discount Houses in Nigeria, which kicked towards the appointment of blood relations to the place. According to him, Onyeagwu is allegedly related by blood to Ovia, being the Founder of Zenith Bank.

Babalola requested the Federal High Court sitting in Abuja to declare that by the true interpretation of Section 2.3.3 of the Code made by Central Bank of Nigeria in May 2014 pursuant to the powers bestowed on it by the Central Bank of Nigeria Act, 2007 and Banks and Other Financial Institutions Act, 1991 the appointment of Onyeagwu, as the Managing Director/Chief Executive Officer of Zenith Bank Plc is in gross contravention of the Code.

He additionally sought a declaration ‘that Ebenezer Nduka Onyeagwu joined as 2nd Defendant in the suit is unqualified based on Section 2.3.3 of the aforesaid Code to be appointed as Managing Director/Chief Executive Officer of Zenith Bank Plc being the 3rd Defendant by virtue of his blood ties and or relationship with Jim James Ovia, that is the 1st Defendant.’

He urged the ‘Honourable Court to make an order directing the Central Bank of Nigeria headed by Godwin Emefiele to forthwith exercise its powers under the Banks and Other Financial Institutions Act, 1991 as well as other extant laws by relieving the 2nd Defendant of his appointment as Managing Director/Chief Executive Officer of Zenith Bank Plc on account of his blood ties and or relationship with the 1st Defendant and replacing him with another qualified person.’

He demanded that order of exemplary damages in the sum of N1 Billion be made against the Central Bank of Nigeria and its Governor, ‘sued as the 4th and 5th Defendants respectively, being the apex authorities regulating the financial activities and operations of Banks and other Financial Institutions in the country for approving the appointment of Ebenezer Nduka Onyeagwu as Managing Director/Chief Executive Officer of the 3rd Defendant on 1st June 2019 even when they were aware that he lacked the qualification to occupy the said position due to his blood ties and or relationship with the 1st Defendant.’

TADI in its supporting affidavit maintained that the resolve to seek redress against the Defendants ‘was based mostly on its mandate to work with relevant stakeholders for purposes of preventing corruption in any establishment that holds public funds, spends public funds or is regulated by government authorities such as the Central Bank of Nigeria. No date has been fixed for hearing the case as at the time of filing this report.

Labour Party National Chairman, Abdulkabir Abdulsalam is dead

The National Chairman of Labour Party, Alhaj Abdulkabir Abdulsalam (Baraden Paiko) is dead.

Abdulsalam who is the traditional title holder of Baraden Paiko died on Tuesday morning, 29th December, 2020.

The National Secretary of the party, Barr. Julius Abure in a statement on behalf of the National Working Committee, (NWC) said: “It is with heavy heart, and with deep gratitude to Almighty Allah, that we make this announcement in solidarity with his immediate family, friends and well wishers as we pray for the fortitude and grace to bear this great lose.

“May Almighty Allah forgive him his shortcomings and grant him Aljannatul firdaus”, he stated.

Splinter Group Dissolves Parallel Body, Returns to Hon. Alabi-Led ALGON

About seven months after floating a parallel association, a splinter group of Association of Local Governments of Nigeria (ALGON) under the auspices of Interim Management Committee (IMC) has pledged loyalty to the Hon. Alabi Kolade David-led association, pledging that “all cases in court and petitions before the security agencies” instituted for and against ALGON leadership be withdrawn immediately.

This was disclosed in a resolution signed by all the seven members of the factional group. The IMC members who returned to ALGON include Hon. Ige Ropo Emmanuel, Hon. Adeagbo Adeniyi, Hon. Dangiye Ubarugu, Hon. Emeka Ogelle, Hon. Idi Aminu, Hon. Wasiu Owolabi and Hon. Yinka Dallas Ayeni.

They maintained that “going forward, we pledge our loyalty to the spirit and letter of our constitution and we hereby call on all members of the general Assembly of ALGON to join hands with the current NEC to move ALGON in the right direction and we equally solicit for the utmost support and cooperation of all ALGON stakeholders and the general public as ALGON proceeds on the path of peace and unity.”

With the collapse of its parallel structure, the dissident group has now pledged total loyalty to Hon. Alabi-led leadership of the Association.

The Interim Management Committee (IMC), which broke away from the association on May 30, 2020, explained that they were earlier misled and have now come to the realization of the truth.

The now defunct IMC comprising the signatories to the resolution are council chairmen met in Abuja on December 10, 2020 and resolved: “that there is overall need for peace in the due administration of our noble Association under the leadership of Hon. Kolade David Alabi.

“That all cases in court and petitions before the security agencies instituted for and against be withdrawn forthwith.

‘That all grievances expressed by members be channeled to the Hon. Kolade David Alabi-led National Executive Committee and finally “that the current leadership summons an emergency meeting of the General Assembly to further unify our Association.”

Recalling their short-lived journey, they said the IMC was “set up by some honourable chairmen of local government councils from across the nation on 30th of May, 2020 owing to some misgivings, misunderstanding and misinformation and misrepresentations in the affairs of our national office.

“However, it is commonly said that time heals wounds; the events that ensued after have subsequently led members to rethink and rescind their actions and return to the fold.

“Firstly, the erstwhile chairman of the IMC, Hon Abdullahi Maje took a detour from the mandate of the IMC and eventually voluntarily resigned from that position based on the directive of His Excellency, Alhaji Abubakar Sani Bello, Governor of Niger State.

“Secondly, members received clarifications on the erroneous reservations hitherto held against the leadership of our noble Association on the issues of finance and the articles of our constitution and more importantly, members realized that some of the allegations bandied were figments of the imagination of a former staff who has constituted himself into distraction for selfish purposes.
