Banditry: Dauda Lawal and The Doctrine of Res Ipsa Loquitur

By Ali Mohammed

The latest exposes surrounding Governor Dauda Lawal’s purported complicity in financing banditry in Zamfara State have sparked widespread astonishment and demands for clarity. Presently, Zamfara State is grappling with an unprecedented surge in banditry and insurgency, with communities being increasingly besieged, and Governor Lawal’s actions and decisions have come under intense scrutiny.

The governor’s alleged entanglement in funding banditry, ostensibly to perpetuate his interests in illicit mining operations, raises fundamental questions about governance, ethical standards, and accountability. Governor Lawal, who initially vowed to adopt a hardline stance against bandits, appears to have reneged on his promise by engaging in a contentious scheme involving substantial financial transactions with bandit leaders.

Recent revelations indicate that Governor Lawal has allegedly allocated over N1.3 billion to bandits and media propagandists, a move that starkly contradicts his earlier avowed commitment to combating terrorism and criminality.

The list of recipients and the substantial amounts they received has shamefully become public knowledge, further exacerbating concerns about Governor Lawal’s credibility and commitment to the welfare of Zamfara State citizens.

The leaked documents, bearing the requisite signatures for authentication, have exposed startling financial transactions to various individuals and entities, including:

Notoriously infamous bandit kingpins, who received substantial sums:

  • Kachalla Dogo Gide (N200 million), Bello Turji (N200 million), Ado Alero (N200 million), Kachalla Halilu Sububu (N150 million), Gwaska Dan Karami (N150 million)

Additionally, significant payments were made to media promoters, ostensibly for propaganda purposes:

  • Sahara Reporters (N100 million), Jackson Ude (N158 million), Bashir Hadejia (N100 million), Shuaibu Mungadi (N50 million), Tijjani Lamaran (N50 million), Danbilki Kwamanda (N20 million)

These startling revelations have sparked profound apprehensions regarding the misappropriation of public funds and potential collusion in perpetuating insecurity, thereby fueling widespread despondency among citizens.

The recipients of these payments are notorious individuals who have openly avowed to destabilize Nigeria, reveling in the chaos and destruction they sow. Their actions have led to the senseless slaughter of countless innocent Nigerians, leaving trails of devastation and shattered dreams.

The very fact that public funds have been allocated to these malevolent actors has crippled the nation’s collective aspirations, inflicting irreparable damage on the psyche of the citizenry.

These individuals embody the quintessence of economic sabotage, perpetuating an era of economic woe characterized by plunder, exploitation, and unbridled violence. The alleged payments to infamous bandit kingpins, notably Kachalla Dogo Gide and Bello Turji, as well as various media personalities, are deeply disturbing and raise fundamental questions about governance and accountability.

Reports suggest that these transactions are aimed to secure access to Zamfara State’s lucrative gold deposits, which have become a catalyst for violence and exploitation. Most troubling is the temporal correlation between these payments and the surge in attacks on communities rich in gold deposits, implying a causal link between financial transactions and escalated violence.

The principle of res ipsa loquitur, which translates to “the thing speaks for itself,” can be instrumental in assessing the situation at hand. This legal doctrine implies that the evidence of wrongdoing is so apparent that it speaks for itself, without needing extensive additional proof. In the case of Governor Lawal, several factors invoke this doctrine:

Nature of the Payments: The direct allocation of funds to bandit leaders, purportedly for their cooperation and continued operations, presents a clear and alarming picture. Such payments suggest an implicit acknowledgment of their influence and power, and an unsettling endorsement of their activities. The funds transferred to these terrorists were done solely at the discretion of Governor Lawal. These mode of transactions suggest a deliberate attempt to conceal the true intentions behind these payments.

Increase in Attacks: The correlation between the payments made to bandits and the uptick in violent attacks on communities, particularly those with gold deposits, reinforces the suspicion that these funds may have incentivized further violence. The timing of these attacks in the aftermath of the financial transactions amplifies the notion that the payments had a direct impact on the escalation of violence.

Lack of Transparency and Oversight: The funds were reportedly transferred without the involvement of the Zamfara State House of Assembly or any formal approval processes, highlighting a glaring lack of oversight and accountability.

There is nowhere in the approval that states that this criminal enterprise was undertaken with neighbouring states or the federal government. The absence of procedural transparency further compounds the suspicion of illicit motives behind these transactions.

Media Transactions: The allocation of significant amounts to media figures and organizations, such as Sahara Reporters and Jackson Ude, raises questions about the intent behind these payments. The possible use of media platforms to propagate bandit-friendly narratives or deflect attention from the governor’s actions could be viewed as a strategic move to manipulate public perception and obscure the truth.

The lingering inquiry that demands attention is: Does Governor Dauda Lawal harbor complicity in the scourge of banditry? A meticulous examination of the available evidence appears to indicate a disturbing nexus between Lawal and notorious bandit leaders, coupled with the clandestine role of his media aides in disseminating terrorist propaganda, specifically targeting opposition party leaders and artfully shifting blame onto preceding administrations.

The recent document exposing allocations from the state security Trust Fund account to bandit leaders serves as a damning addition to the mounting body of evidence.

Cumulatively, these incriminating circumstances constitute prima facie evidence implicating Governor Lawal in the sponsorship of banditry, warranting rigorous scrutiny and accountability. Governor Dauda Lawal’s deafening silence in the face of these grave allegations is profoundly troubling, fostering an atmosphere of suspicion and skepticism.

The glaring absence of a clear, convincing explanation or defense from the governor’s office only serves to intensify the perception of culpability, eroding public trust and confidence in his administration. In a democratic polity, such silence can be construed as an implicit acknowledgment of guilt or, at the very least, an unwillingness to confront the grave concerns and serious allegations raised by these revelations.

Considering the far-reaching consequences of these actions on the security and stability of Zamfara State and, by extension, Nigeria, a comprehensive and impartial investigation into Governor Lawal’s dealings is imperative.

The available evidence unequivocally indicates a necessity for intensified scrutiny and accountability, as the governor’s alleged actions, if substantiated, constitute a egregious breach of public trust and a grave dereliction of duty in addressing the pervasive banditry crisis.

The allegations leveled against Governor Dauda Lawal, particularly the assertion that he disbursed substantial sums to notorious bandit leaders and media personalities, demand rigorous and unflinching investigation. Governor Lawal’s actions, as alleged, provide a disturbing framework for understanding the gravity of the situation, predicated on verifiable facts and the alarming correlation between the payments and the ensuing escalation of violence.

The severity of these allegations necessitates an exhaustive probe, unhindered by political considerations or institutional obstacles, to unearth the truth and ensure accountability. Self-evidently, the facts speak for themselves, and no prophetic insight is required to discern Governor Lawal’s complicity in perpetuating insecurity.

The overwhelming evidence implicating Governor Dauda Lawal in the financing of banditry in Zamfara State is nothing short of staggering. His conspicuous silence and lack of transparency only serve to exacerbate suspicions, further solidifying the perception of complicity.

As the doctrine of res ipsa loquitor aptly suggests, the circumstances surrounding Governor Lawal’s actions speak for themselves, undeniably pointing to culpability, and right now, the time for accountability and consequences has arrived.

To move forward, it would be a prudent step if anti-graft agencies swiftly investigated and verified the transactions outlined in the document, froze all accounts linked to the listed beneficiaries, and prosecuted the recipients for terrorism financing.

As this situation continues to unfold, it is important that Mr President issues an Executive Order prioritizing transparency and accountability.

This order should facilitate the swift identification and prosecution of all individuals connected to insecurity in Zamfara State and the North-West, eradicating terrorism from the region. Moreover, those responsible for perpetuating violence and undermining state integrity must be held accountable to the fullest extent of the law.

Governor Dauda Lawal’s thunderous silence is increasingly intolerable, and the people of Zamfara State, indeed all Nigerians, deserve straightforward and honest explanations.

It Is crucial that he provides a credible and convincing account, far surpassing the simplistic and unsubstantiated childish narratives that have thus far been offered by his aides.

In light of the doctrine of res ipsa loquitor, which dictates that the circumstances themselves establish culpability, it is reasonable to conclude that Governor Lawal, by virtue of his position as the chief executive of Zamfara State, possesses critical information regarding the masterminds behind the banditry plaguing the North-West.

In essence, Governor Lawal’s proximity to the crisis and his constitutional responsibility to ensure public safety obligate him to disclose the truth, furnishing the public with a comprehensive understanding of the forces driving this insecurity. Nigerians are waiting to hear from him.

CNPP Calls for NNPC Boss to Step Down Over Subsidy Scam, Fuel Scarcity

The Conference of Nigeria Political Parties (CNPP) has called for the Nigerian National Petroleum Company Limited (NNPC) to be held accountable for Nigeria’s economic woes, citing allegations of subsidy scams, importation of substandard petroleum products, and mismanagement of the Port Harcourt Refinery.

According to the CNPP, in a statement signed by its Deputy National Publicity Secretary, Comrade James Ezema, the NNPC’s failures have resulted in a nationwide shortage of petrol, causing immense hardship for Nigerians.

The umbrella body of all registered political parties and political associations in Nigeria demands the suspension of NNPC’s Group Chief Executive Officer, Mele Kyari, and a thorough public probe into the allegations.

The CNPP argues that the NNPC’s leadership has been marked by controversy and failure, and its inability to address these issues makes it unfit to continue in its role. The organization also quotes Emir Sanusi’s statement that “people in NNPC don’t want their lucrative subsidy scam to end” as a damning indictment of the company’s leadership.

The CNPP recalls the 2022 incident where NNPC imported and supplied adulterated Premium Motor Spirit (PMS) in Nigeria, highlighting the need for accountability and transparency.

“We recall the 2022 incident where NNPC Limited, under Mele Kyari’s supervision, imported and supplied adulterated Premium Motor Spirit (PMS) in Nigeria.

“The company’s trading arm, Duke Oil, was involved in the importation of the substandard product, highlighting the need for accountability and transparency. MRS, one of the companies indicted in the alleged importation and supply of the petrol, revealed that NNPC Limited, through its trading arm, Duke Oil, supplied the cargoes of PMS purchased from international trader Litasco.

“The GCEO Mele Kyari said that NNPC investigation revealed the presence of Methanol and accused four companies: MRS, Emadeb/Hyde/AY Maikifi/Brittania-U Consortium, Oando, and Duke Oil of importing the four adulterated PMS cargoes.

“One of the companies Mele Kyari indicted in the alleged importation and supply of the bad petrol in 2022, is Duke Oil and none of the companies was prosecuted till date because Mele Kyari cannot probe and prosecute himself.

“Mele Kyari’s attempt to continue to play the victim, as displayed during his testimony before a Senate ad hoc committee investigating alleged economic sabotage in the petroleum industry, is unacceptable.

“His vow to reveal the truth about the company’s operations at the appropriate time rings hollow, given his history of controversy and failure”.

The political parties and political associations believe that there is no subsidy being paid by the NNPC and that Mele Kyari and the subsidy cartel are using petrol subsidy as a bait to sustain corruption.

The CNPP calls for a transparent, independent, and thorough probe into these allegations, with consequences for those found guilty of any wrongdoing.

The statement emphasizes that President Tinubu must act now to ensure that the Nigerian people get the truth and justice they deserve without further suffering and deprivation.

“We therefore demand that President Bola Tinubu takes immediate action to address these issues by suspending the Group Chief Executive Officer of NNPC Limited, Mele Kyari, and launching a thorough public probe into several allegations against the management of the NNPC Limited.

“One among many accusations, including incompetence, is subsidy scam allegations that are particularly egregious, and the reported statement by Emir Sanusi that “people in NNPC don’t want their lucrative subsidy scam to end” is a damning indictment of the company’s leadership.”

The CNPP added, “Mr President, it’s time to end the years of siege in the Nigeria’s oil industry and it’s time to hold NNPC Limited accountable by immediately suspending Mele Kyari and independently probing the subsidy scam and other allegations in the Nigeria’s upstream and downstream oil sectors to save the economy and minimise hunger.”

Government Must Act: CCNN, 20 Affiliates Withdraw from Nationwide Protest, Present Demands

The Concerned Citizens of Northern Nigeria (CCNN) has announced its withdrawal from the planned nationwide protest, citing concerns over potential risks and consequences.

This was made known by the Jigawa State Coordinator of the group, Muhammad Bello Aliyu at a press conference on Saturday.

The group, which initially participated in mobilizing people for the protest, has now prioritized peace and stability in the region.

In the press conference, the CCNN Jigawa State Chapter, representing 27 local government areas and 20 affiliate associations, explained that the decision was made after careful consideration and assessment of the potential risks.Government Must Act: CCNN Withdraws from Protest, Presents Demands

The group cited the devastating effects of protests in other countries and Nigeria’s own experience with the #EndSARS protest, which was hijacked by elements with ulterior motives.

“We cannot afford to repeat such a scenario in Northern Nigeria. We cannot afford to gamble with the security and well-being of our people,” said the CCNN.

Despite withdrawing from the protest, the group emphasized the need for the government to address the pressing issues of insecurity, hunger, and starvation. “Nigerians are suffering, and it is imperative that the government rises up to the occasion to find solutions to these issues,” said the CCNN.

The group presented specific demands to the government, including tackling insecurity, ending hardship, reversing the petrol price hike, and reducing electricity tariffs and tertiary institution fees.

The CCNN also criticized the promoters and sponsors of the protest, many of whom are diaspora Nigerians living and working abroad. “We will not provide a platform for conflict merchants to exploit the situation and worsen the suffering of our people,” said the group.

The CCNN then urged all concerned citizens to prioritize peace and stability in the region, working together to build a brighter future devoid of violence.

Northern Groups Slam 180 Lawmakers’ ‘Reckless’ Endorsement Of Terrorism

The Coalition of Northern Groups (CNG) has strongly condemned the recent call by 180 members of the House of Representatives Minority Caucus for the release of Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB), a group designated as a terrorist organization by the Nigerian government.

Comrade Jamilu Aliyu Charanchi, National Coordinator of the CNG, described the lawmakers’ demand as “reckless” and “a betrayal of the trust reposed in them by their constituents.”

He noted that the CNG had reported Kanu to the UN for his acts of terror against innocent Nigerians in 2017 and advocated for declaring his group a terrorist organization.

“This is a slap in the face of the Nigerian people, and a brazen attempt to subvert the rule of law and undermine the authority of the Nigerian judiciary,” Charanchi said. “We are shocked that lawmakers, including those from Northern Nigeria, are supporting the release of a terrorist being held on charges before a court of competent jurisdiction.”

The CNG recalled the Nigerian government’s declaration of Kanu as a terrorist on June 27, 2021, and his subsequent arrest and charging for his persistent call for anarchy in the nation, brutal killings of citizens, and destruction of properties.

The groups asked, “Where were they when Nnamdi Kanu and his people were killing and are still killing the Northerners in the east? Where were they when the properties of the Northerners were destroyed by him?”

The CNG leader also questioned the motivations of the lawmakers, saying, “Are they elected for their personal benefits or for the interest of the citizens? This is a clear case of legislative rascality, and we reject it in its entirety.”

CNG commended Hon. Aminu Jamo, representing Daura/Sandamu/Mai Adua federal constituency, for his courageous and patriotic act of publishing a disclaimer on the matter.

The coalition also called on Nigerians to rise up and reject this “travesty,” standing together against terrorism and those who enable it.

“We will not let the blood of our loved ones be in vain,” Charanchi said. “We will not let terrorism prevail. We urge Mr. President to ignore this reckless call and ensure that justice is served.”

Nigeria on Brink of Collapse, Coalition of Northern Groups Warns of Looming Revolt

The Coalition of Northern Groups (CNG) has issued a stark warning to the Nigerian government, cautioning that the country is on the precipice of collapse due to escalating economic hardship, poverty, and insecurity.

In their strongly worded statement, the CNG expressed deep concern over the government’s handling of the economy, citing dire statistics from the Nigeria Bureau of Statistics (NBS) that show 133 million Nigerians living in multidimensional poverty and 20 million people unemployed or underemployed.

“The suffering of Nigerians is palpable across every stratum,” said Comrade Jamilu Aliyu Charanchi, spokesperson for the CNG. “The government’s economic policies have created this dire situation, and it’s imperative that they take responsibility and address the issues urgently.”

The CNG criticized the government’s decision to increase interest rates, which they believe will further devastate the economy and diminish job prospects. They also expressed dismay at the removal of fuel subsidies, which has led to a shocking 195% increase in petrol prices, crippling the mobility of people and goods across the country.Nigeria on Brink of Collapse: Coalition of Northern Groups Warns of Looming Revolt

The group urged President Tinubu to reassess his economic advisers and purge those who have perpetuated harmful policies. They also rejected the plan to increase fuel prices to fund the new national minimum wage, instead advocating for humane and innovative alternatives to address the economic crisis.

The CNG’s warning comes as Nigeria faces a looming revolt, with dark clouds gathering on the horizon. The group emphasized that cosmetic measures will not suffice to contain the raging anger of the people, particularly when they are inundated by economic hardships, massive hunger, and rampant poverty.

“We pray that Almighty Allah endows the President with the needed political will and divine wisdom to listen to the cries of the people and steer the nation to safety,” Comrade Charanchi concluded.

Falana Chambers Warns INEC Against Recognizing Expired Leadership of Labour Party

A legal firm, Falana Chambers, has written to the Independent National Electoral Commission (INEC) warning the commission against recognizing Julius Abure as the Acting National Chairman of the Labour Party.

The firm, which represents the National Transition Committee of the Labour Party, stated that Abure’s tenure has expired and any further recognition would be in violation of a Federal High Court judgment in Suit No: FHC/ABJ/IC/866/2014 between Labour Party & 3 Ors Vs Com. Salisu Muhammed, and an INEC-brokered agreement of June 27, 2022.

The letter, dated July 4, 2024, and signed by Marahal Abubakar, LP, requested that INEC desist from fraternizing with Abure and his cohorts, and restrain officials from undermining the administration of justice and respect for the rule of law. The firm attached a report of the mediated settlement and a certified true copy of the Federal High Court judgment to the letter.

The letter noted that the Labour Party has not conducted any election for over four years, contravening Section 233(1)(a) and (2)(a) of the 1999 Constitution, as amended, read alongside Section 82(3) of the Electoral Act, 2022. It also emphasized that the Nigeria Labour Congress (NLC) is the platform of the Labour Party, and that the party has been unable to conduct elections due to the expired tenure of Abure and his National Working Committee.

The legal firm warned that failure to comply with the request will lead to contempt proceedings against the INEC Chairman at the Federal High Court. The letter stated, “TAKE NOTICE that unless you comply with the foregoing request forthwith, we shall approach the Federal High Court and institute contempt proceedings against you.”

NATCOM Acting DG Hails President Tinubu’s Reelection as ECOWAS Chairman

In a momentous development, President Bola Ahmed Tinubu has been reelected as the Chairman of the Economic Community of West African States (ECOWAS).

The congratulatory letter, signed by Dr. Agaba Iduh Fidel, Acting Director General of the National Commission Against the Proliferation of Arms, Light Weapons, and Ammunitions (NATCOM), highlights the significance of this achievement.

President Tinubu’s leadership and dedication to promoting democracy, peace, security, and development in the West African sub-region have been truly commendable. His vision for a more democratic and prosperous ECOWAS is inspiring, and there is no doubt that under his continued guidance, the organization will reach even greater heights.

The reelection serves as a testament to the trust and confidence that the member states of ECOWAS have in President Tinubu’s ability to lead and steer the organization toward a brighter future. His commitment to positive change and progress in the entire West Africa region is unwavering.

The NATCOM, under President Tinubu’s leadership, looks forward to working closely with ECOWAS in their shared mission to combat the proliferation of small arms, light weapons, and ammunition in West Africa. By collaborating with relevant security agencies and leveraging the efforts of the current volunteer workforce, they aim to create a safer and more secure environment for all citizens.

Once again, congratulations to President Bola Ahmed Tinubu on his well-deserved reelection as the chairman of ECOWAS. We wish him continued success in his endeavors as he leads the organization toward a brighter and more prosperous future for West Africa.

2027: Unmasking a Brewing Northern Conspiracy Against Tinubu

By Dattijo Sani Rano PhD

The grand conspiracy from Northern Nigeria against the reemergence of President Bola Ahmed Tinubu for a second term that was hinted at by the President’s loyal political allies in the region is gradually but surely coming into the open.

The recent open declaration by the Northern Elders Forum (NEF) that the North would work against Tinubu in 2027 is a clear indication that there are powerful forces at work to undermine the President’s second term chances and set the stage for a carefully orchestrated plot against him.

This bold and unequivocal statement by the NEF has sent shockwaves through the political landscape, as it reveals a clear intent to thwart Tinubu’s ambitions.

The fact that such a group has openly declared its opposition to Tinubu’s bid speaks volumes about the deep-seated opposition and resistance he faces from outside and within his own political circles.

It is further evidence that there are powerful forces at play who are determined to derail his political aspirations with a concerted effort to block his path to a second term.

The alignment of key players like the Kwankwaso camp and the Atiku Abubakar forces against him further highlights the depth of this conspiracy. The connivance of leaders from the North and the self-serving greed of those within the Presidential Villa are enabling this plot to take root and thrive.

The emergence of key figures such as Alhaji Danbilki Kwamanda and Prof Khalifa Dikwa, who have openly criticized Tinubu’s administration and suggested Kashim Shettima as alternative candidate for the presidency, sheds light on the depth of the conspiracy.

These individuals, along with the Kwankwaso camp and the Atiku Abubakar forces, are actively working to undermine Tinubu’s drive and pave the way for their own agendas.

In the midst of this sinister plot, Alhaji Danbilki Kwamanda, along with other key figures such as Prof Khalifa Dikwa, have expressed their support for the North East Forum’s position regarding the potential replacement of President Tinubu.

Alhaji Danbilki Kwamanda, the arrowhead for the Northwestern plank of the plan, has even gone so far as to suggest Vice President Kashim Shettima as a likely preferred candidate.

This stance was further solidified by Prof Khalifa Dikwa, the Dean of Borno Elders Forum, who has raised false concerns about the perceived weaknesses and lopsided nature of President Tinubu’s appointments. These individuals seem to be united in their belief that a change in leadership is necessary.

The insidious nature of this conspiracy is further exemplified by the awarding of a 147 billion naira contract to a Katsina opposition party strongman by a serving minister in the administration. This blatant display of betrayal and manipulation underscores the extent to which those within President Tinubu’s inner circle are willing to go to advance their own interests at the expense of the nation.

It is clear that President Tinubu is facing a formidable challenge from within his own ranks. The power struggle and backstabbing taking place behind the scenes threaten to derail his administration and undermine his legacy.

He must take immediate action to counteract the machinations of those seeking to undermine his aspiration. He must surround himself and listen to loyal and competent friends like the former Kano State governor Abdullahi Ganduje who have lots of useful insight to share.

It is time for Tinubu to identify and remove the Judases within his camp, and forge ahead with a team of individuals that is dedicated to upholding the values of justice and honest enterprise.

It is imperative that President Tinubu takes swift and decisive action to counteract these malicious maneuvers. The recent award of a 140 billion naira contract to an opposition member by a serving minister is a glaring example of the subversion taking place within his own administration.

The warning signals from high-ranking northern appointees in the Tinubu administration must therefore not be ignored. The President must heed the advice of his remaining two vigorous supporters and allies before it is too late. The time for complacency is over; President Tinubu must act decisively to protect his presidency and ensure the continued progress and prosperity of the nation.

Tinubu should be aware of the challenges he is facing from an emerging opposition that aims to weaken his support base in the northern region of the country.

Already, several of his loyal friends and partners, such as Nasir Elrufai, Yahaya Bello, and Aminu Bello Masari, have been marginalized through the opposition’s manipulative tactics.

The only two allies left standing, Ganduje and Matawalle, are also under constant attack and defamation, with the ultimate goal of eroding Tinubu’s influence in the north. This concerted effort to dismantle Tinubu’s support base is a clear indication of the threat posed by this emerging opposition.

Tinubu must take note of these developments and take necessary steps to safeguard his political interests in the northern region. It is imperative that he strengthens his alliances, engages in strategic planning, and remains vigilant against any attempts to undermine his position.

It is time to rise to the occasion, take control of the narrative, and assert his authority over those seeking to undermine him. The success of his administration and the future of the nation depend on his ability to navigate these treacherous waters and emerge victorious against the forces seeking to derail his leadership and future chances.

Only by remaining vigilant and steadfast in the face of adversity can he secure his place in history as a leader who stood firm against the forces of division and discord.
